Project Description

The Bentley Road Supportive Housing project is a six-storey, permanent modular building providing 60 self-contained studio homes for individuals experiencing or at risk of homelessness in Surrey, BC. Each unit includes a full bathroom and kitchenette, with 5% built to full accessibility standards. Beyond the residential floors, the building includes a commercial kitchen, dining area, counselling and support offices, common areas, and elevators creating a comprehensive environment designed for stability, dignity, and long-term recovery.

The project was delivered under CMHC's Rapid Housing Initiative, where modular construction was selected specifically for its ability to meet aggressive timelines while minimizing disruption in a dense urban setting.

The building was designed and constructed to BC Energy Step Code 4, meeting both City of Surrey and CMHC energy requirements. All 54 modules were fabricated at ROC Modular's facility under factory-controlled conditions, eliminating weather-related delays and ensuring consistent build quality across insulation, air sealing, &mechanical systems.

Tasu Construction led all modular site activities; complex multi-storey craning logistics on a tight urban site, structural connections, and installation of plumbing and life-safety systems. The six-storey scale required precise craning and set sequencing, including the integration of a mass timber elevator shaft.

With an approximate $25-million construction budget, the project was structured for speed and cost transparency from the outset. Parallel workflows, factory fabrication running concurrently with excavation, foundation, and civil works, compressed the schedule significantly compared to conventional construction of equivalent scope.

Tasu's preconstruction involvement included constructability reviews, modular design coordination, and craning and set sequencing, identifying potential issues before they became costly on-site problems. The collaborative framework between Tasu, ROC Modular, and Ventana aligned all stakeholders throughout, maintaining clear scopes, and accountability at every phase.

Bentley Road is a scalable model for addressing BC's supportive housing crisis at speed and at scale, delivering 60 permanent homes without compromising livability, energy performance, or long-term operating value.
